Judge Anne Bowen “I felt adherence to the theme should be a heavily weighted factor in selecting the most outstanding entries. To me, a “fresh start” implies something new coming after a setback or difficulty – a brightness emerging after dark times. Then I looked for intentional composition, interesting visual effects, skilled use of medium, and general impact.”
